MAP-21 introduced transformational changes to the planning process to increase transparency and accountability. Most significantly, states and MPOs must now take a performance-based approach to planning and programming, linking investment decision-making to the achievement of performance targets. This performance-based program is intended to accelerate project delivery, promote innovation and strengthen America’s highway and public transportation systems. It includes performance goals for increasing safety, improving system condition and reliability, reducing congestion, enhancing freight movement, promoting environmental sustainability and reducing delays in project design and construction.
